Diagnosis:

The preference "Apply password policy in user window" affects to all the rest of the countries no matter in which country you configure it (that's because it applies cross-country).

Root cause:

The Product Team has closed the issue and has given this reason

This is not an issue, being able to define the preference at a local level was never requested. In fact this was done because some clients (DKT) raised the missing feature as a security concern, so it would be counter intuitive to apply it only to some countries.

If the request remains, it should be managed as a new project, not as a bug.
